UK TENDERS

The constitutional documents underscore a fundamental principle: the UK government and its public bodies must act in the public interest, lawfully, and rationally. Our entire case is built on the premise that the UK-GCC Free Trade Agreement forces these bodies into a position where they may act unlawfully, by breaching statutory duties on climate change and modern slavery, or irrationally, by harming UK industries and consumers. Therefore, the public sector has a pressing need for expert services that can help it navigate these risks. The existence of the tenders we have identified is proof of this need. Our USP can be framed as providing the critical knowledge assets required for public bodies to fulfil their constitutional and legal duties in the face of new and complex risks introduced by this trade policy.

Our search of the UK’s public tender portals reveals several key opportunities where your USP can be aligned. The Crown Commercial Service (CCS) is the central procurement body and its upcoming agreements are of primary importance.

In relation to our cause of action on human rights and supply chain abuses, the most relevant opportunity is the Outsourced Services framework (RM6295). Tenders for this were scheduled to open on March 14, 2025, with the agreement expected to go live in October 2025. This framework allows public bodies to procure back-office services, human resources, and contact centres. Our USP can be targeted at the public bodies using this framework, arguing that without specialised due diligence—a service we could provide in partnership with an approved supplier—they risk procuring services from companies whose global operations are tainted by forced labour, thereby breaching their own public policy commitments on modern slavery.

For our environmental cause of action, the Demand Management and Renewables Agreement (RM6314) is a perfect match. This framework is already live and specifically includes a lot for “Carbon Net Zero / Sustainability consultancy.” This is a direct acknowledgement by the public sector that it requires expert external advice to meet its decarbonisation strategies. Our USP can offer precisely this type of consultancy, with a unique focus on how the benefits of this framework could be undermined by the government’s contradictory trade policy with the GCC. We can provide the strategic advice needed to ensure domestic green policy is not compromised by international trade agreements. The deadline for joining this framework as a direct supplier may have passed, but we can contact the appointed suppliers and offer our specialised services as a subcontractor.

In the area of competition and economic harm, the Management Consultancy Framework Four (MCF4, RM6309) was the key opportunity. While the tender deadline for joining this framework was January 9, 2025, the list of successful suppliers will be awarded on July 22, 2025. This provides us with a direct list of approved government consultants. Our strategy here should be to approach these successful firms, presenting our unique insights into the market-distorting effects of the GCC FTA as a specialised knowledge asset they lack. For instance, the Facilities Management and Security Services framework (RM6378) has tenders opening on September 1, 2025. This is another area with high risks of labour exploitation in the supply chains of potential bidders.
